About the Program:
Estimating and Assessing Costs for Major IT Investments
The GAO Cost Estimating and Assessment Guide is a best practice manual intended to help agencies produce high-quality cost estimates and is applicable to civilian and defense projects managed by government entities or private contractors. In particular, this guide lays out a multi-step process for developing reliable estimates and explains how to manage program costs through earned value management. Furthermore, GAO auditors are using it assess the accuracy of agencies' cost estimates and determine whether programs are on schedule. My presentation will outline how this important manual was developed, key aspects of the guide, as well as case studies of recent GAO reviews.
